Work Location Gemalink Port – Tan Loc Hamlet, Phuoc Hoa Ward, Phu My Town, Ba Ria – Vung Tau Province (GEMALINK TERMINAL) Job Objectives 1. Environmental Management and Sustainable Development - Manage and implement the ISO 14001 Environmental Management System. - Monitor and control waste, wastewater, air emissions, noise and chemicals; ensure compliance with Vietnam's environmental laws. - Coordinate with functional departments, contractors and relevant agencies on environmental protection. - Monitor and report energy, emissions and waste indicators; implement initiatives to reduce emissions, improve energy efficiency and align with ESG direction. 9. Compliance, Authority and Leadership - Serve as the focal point with state management agencies on quality and environment; coordinate inspections, audits and certification assessments. - Have the authority to require work or activities to stop if unsafe or at risk of serious harm. - Lead the Safety team, assess work effectiveness, provide training and feedback. - Serve as the primary safety advisor to the CEO/DCEO and be responsible for the effectiveness of safety supervision in port operations. Mục tiêu công việc
    1. Quản lý an toàn & tuân thủ an toàn
    • Triển khai, giám sát và thực thi các chính sách, quy trình và tiêu chuẩn OHS áp dụng cho hoạt động cảng.
    • Đảm bảo tuân thủ đầy đủ quy định an toàn – vệ sinh lao động của Việt Nam, yêu cầu của Cảng vụ và các quy định an toàn nội bộ.
    • Thực hiện, lãnh đạo và quản lý các kiểm tra, đánh giá an toàn, audit và đánh giá rủi ro định kỳ tại bãi, cầu cảng, cổng, xưởng và các khu vực khai thác khác.
    • Phát hiện hành vi hoặc điều kiện không an toàn và yêu cầu khắc phục ngay lập tức.
    1. Kiểm soát an toàn trong vận hành khai thác
    • Giám sát việc tuân thủ an toàn trong vận hành thiết bị QC, FCC, RTG, RS/EH, xe đầu kéo và các thiết bị liên quan.
    • Giám sát an toàn hoạt động tàu, xếp dỡ, chằng buộc, tháo chằng, sà lan, cổng cảng và xưởng sửa chữa.

    • Chủ trì điều tra tai nạn, sự cố suýt xảy ra, điều kiện không an toàn và các vi phạm an toàn.
    • Thực hiện phân tích nguyên nhân gốc rễ và đề xuất biện pháp phòng ngừa, khắc phục.
    • Lập báo cáo sự cố an toàn, báo cáo Giám đốc Vận hành và các bên liên quan khi cần.
    1. Đào tạo và nâng cao nhận thức an toàn
    • Tổ chức và phụ trách đào tạo an toàn đầu vào, trao đổi an toàn đầu ca và các chương trình huấn luyện định kỳ.
    • Đảm bảo người lao động được đào tạo, có năng lực và có chứng chỉ phù hợp đối với các công việc có yêu cầu an toàn nghiêm ngặt.
    • Đóng vai trò Đại sứ An toàn, xây dựng và lan tỏa văn hóa an toàn đến toàn bộ người lao động Gemalink.
    1. Ứng phó khẩn cấp
    • Xây dựng, duy trì và diễn tập các phương án ứng phó khẩn cấp đối với cháy nổ, tràn đổ, tai nạn và thời tiết cực đoan.
    • Phối hợp tổ chức diễn tập, đánh giá hiệu quả và làm đầu mối an toàn tại hiện trường trong tình huống khẩn cấp.
    1. Thực thi an ninh
    • Vận hành và giám sát hệ thống CCTV trên toàn cảng; phát hiện và báo cáo kịp thời các rủi ro an ninh, an toàn.
    • Thực thi quy định an ninh, tổ chức tuần tra định kỳ và quản lý kiểm soát ra vào đối với nhân sự, phương tiện.
    • Ghi nhận, lập báo cáo sự cố an ninh; duy trì liên lạc hiệu quả với HSE và các bộ phận liên quan.
    • Quản lý, đào tạo và tổ chức đội An ninh trực 24/7; bảo đảm thiết bị, quy trình và hệ thống thông tin liên lạc hoạt động ổn định.
    1. Quản lý chất lượng
    • Xây dựng, duy trì và cải tiến Hệ thống Quản lý Chất lượng ISO 9001 phù hợp với hoạt động khai thác cảng container.
    • Ban hành, cập nhật chính sách, quy trình, SOP và biểu mẫu liên quan đến chất lượng.
    • Tổ chức đánh giá nội bộ, phối hợp đánh giá bên ngoài và theo dõi các hành động khắc phục, phòng ngừa.
    • Phân tích dữ liệu chất lượng, sự không phù hợp và khiếu nại khách hàng để đề xuất cải tiến quy trình.
    1. Quản lý môi trường và phát triển bền vững
    • Quản lý và triển khai Hệ thống Quản lý Môi trường ISO 14001.
    • Theo dõi, kiểm soát chất thải, nước thải, khí thải, tiếng ồn và hóa chất; bảo đảm tuân thủ pháp luật môi trường Việt Nam.
    • Phối hợp với các bộ phận chức năng, nhà thầu và cơ quan liên quan trong công tác bảo vệ môi trường.
    • Theo dõi, báo cáo các chỉ số năng lượng, phát thải và chất thải; triển khai sáng kiến giảm phát thải, sử dụng năng lượng hiệu quả và phù hợp định hướng ESG.
    1. Tuân thủ, thẩm quyền và lãnh đạo
    • Làm đầu mối với cơ quan quản lý nhà nước về chất lượng và môi trường; phối hợp thanh tra, kiểm tra và đánh giá chứng nhận.
    • Có thẩm quyền yêu cầu dừng công việc hoặc hoạt động không an toàn, có nguy cơ gây rủi ro nghiêm trọng.
    • Dẫn dắt đội ngũ An toàn, đánh giá hiệu quả công việc, huấn luyện và phản hồi.
    • Là cố vấn an toàn chính cho CEO/DCEO và chịu trách nhiệm về hiệu quả giám sát an toàn trong hoạt động khai thác cảng.
    Yêu cầu công việc
    1. Trình độ và kinh nghiệm
    • Ứng viên cho vị trí Trưởng phòng An toàn cảng container Gemalink tốt nghiệp đại học chuyên ngành an toàn lao động, kỹ thuật, hàng hải hoặc lĩnh vực liên quan.
    • Có tối thiểu 3–5 năm kinh nghiệm về an toàn trong cảng container, cảng biển, logistics hoặc công nghiệp nặng.
    • Am hiểu vận hành thiết bị cảng và các rủi ro an toàn liên quan.
    • Có chứng chỉ an toàn/OHS như NEBOSH, IOSH hoặc tương đương là lợi thế.
    1. Kỹ năng và năng lực
    • Sử dụng tiếng Anh tốt trong giao tiếp và công việc chuyên môn.
