Job description
1. Responsible for establishing total investment levels, total budgets for projects and breaking down volumes:
- Calculate construction investment rates for the pre-feasibility report phase of projects and preliminary calculation of construction costs for conceptual design options to meet investment rates;
- Check, analyze and compare construction costs of design options to optimize cost-effectiveness;
- Establish construction budgets for projects based on conceptual design drawings;
- Direct and check the work of breaking down project volumes to calculate cost estimates, review overall inventory of materials and equipment for projects;
- Responsible for reviewing and checking construction budgets of consulting units; estimate documents, preliminary estimate documents, total estimates of design documents.
2. Control and update project construction budgets:
- Provide approved construction budgets to project companies for implementation and management;
- Provide construction budget tables and construction cost item breakdown tables for construction budget control purposes;
- Control construction budgets through review of implementation designs and issue Cost Accounts on PYC-HHDV;
- Control and update project budgets when there are changes in functional use, legal adjustments, handover standards, project schedule, significant exchange rate fluctuations, design changes and project budgets that are exceeded without being balanced.
3. Review the appropriateness of contract package values compared to designs and approved budgets:
- Develop Bill of Quantities (BOQ) estimate tables;
- Review items and volumes from estimates and drawings prepared by design consultants and provided by the design department;
- Review contract package budgets before submitting for approval of contractor selection;
- Coordinate in controlling bidding within the scope of budget, volume and contract package value.
4. Manage, train and develop human resources for the budget estimate department:
- Plan, assign, manage and control quality and progress of work of the budget estimate department;
- Establish and check procedures for establishing and updating budgets in line with the Group's direction.
- Plan resources and manage personnel to meet work requirements ensuring effectiveness, professionalism and maximum savings of human resources;
- Organize and check professional knowledge training for budget estimate department staff and successor teams.
5. Perform other tasks as assigned by superiors/Leadership Board.
6. Build and maintain compliance with governance and system operations
- Lead the building of internal governance system for the Department: Operating regulations, Procedures, Regulations, Forms - Work checklists, etc., propose adjustments to the authority matrix appropriate for operations in each period to ensure internal operations, inter-department/unit coordination within the Group is continuous, accurate, fast and brings optimal efficiency.
- Build and implement internal professional training plans for the Department to improve professional capacity, develop talent teams and succession.
- Comply with internal regulations/policies/documents of the Group. Manage data/information/professional documents and documents related to internal department operations.
- Identify, assess, control and minimize risks arising from daily operations at the unit; report to the Risk Management, Process and Compliance Department on risks arising according to internal policies and regulations on Risk Management.
- Manage and be responsible for issues related to tools, equipment and assets that the Department uses, operates and manages.
Requirements
Education: Bachelor's degree or higher in Construction, Architecture, Construction Economics, Finance or equivalent.
Knowledge:
- Understanding of the real estate business field;
- Knowledge of materials and construction costs;
- General knowledge of construction engineering including structural, infrastructure and architectural disciplines.
Professional experience:
- Over 10 years of experience in controlling and managing construction work, of which over 05 years in the field of cost estimation and construction budget establishment;
- Priority given to candidates with experience working in real estate-related fields.
Management experience: Over 05 years of experience in equivalent management positions (managing over 08 Cost Estimation Engineers, managing 05 or more projects at the same time).
