4. Job Description:
* Bidding and contract management work:
- Extract and verify quantities; prepare estimates, budgets and net prices for bidding packages as a basis for submission to competent authorities for approval.
- Coordinate preparation of request dossiers/invitation to bid dossiers, invitation letters; participate in clarifying, evaluating bid dossiers, negotiating and selecting contractors according to the Company's procedures.
- Coordinate drafting, reviewing and monitoring contracts, contract appendices, guarantees, insurance, advances, payment terms, schedules, quantities, unit prices and obligations of the parties.
- Establish and update contract inventory; monitor contract value, execution, payment, payables, remaining value, guarantee period and implementation milestones.
- Control changes in scope, quantity and additional costs; coordinate determining contract basis, preparing dossiers and submitting for approval according to authorization.
- Monitor contract execution; promptly alert risks of schedule violations, budget overruns, missing dossiers or impacts on the investor's interests.
* Payment, settlement and cost control work:
- Check the legality, completeness and compliance of contractor advance payment, payment and settlement dossiers according to contracts, internal procedures and current regulations.
- Check, reconcile and confirm completed quantities, unit prices, payment values, advance recovery, warranty, deductions and payables; coordinate with technical, supervision consultants and accounting to handle discrepancies.
- Prepare and monitor payment plans, cash flow and construction investment budget by month, quarter and year; update cost completion forecasts and project capital requirements.
- Monitor actual value against contracts and budgets; consolidate, analyze variances and propose cost control measures.
- Guide and urge contractors to complete payment dossiers, quality dossiers, as-built drawings and final account dossiers; prepare tracking tables for processing deadlines of each bidding package.
- Participate in quantity inspection for payment and settlement purposes; coordinate completion inspection, handover and project commissioning and confirm warranty expiration when assigned.
- Collect, manage, update and archive contracts, appendices, settlement and final account dossiers, variation dossiers, correspondence and related documents; ensure traceability and support for inspection and audit.
- Prepare periodic/urgent reports on contracts, payments, payables, budgets, cash flow, variations and risks; prepare dossiers for clarification with departments, units and related agencies.
- Perform other tasks as assigned by the Head of Project Management Board.
5. Requirements:
- Bachelor's degree in Construction Economics, Construction Engineering, Construction Management, Investment Finance or related fields.
- Minimum 3 years of experience in contract management, budgeting, bidding, payment and settlement work; priority given to candidates who have worked at investor/project management boards for high-rise or urban area projects.
- Proficient in quantity measurement principles, budget preparation and control, construction contracts, settlement and final account dossiers, cost management and related legal regulations.
- Able to read drawings, verify quantities, analyze unit prices, identify contract risk clauses and handle variation dossiers and contract disputes.
- Proficient in Microsoft Word, Excel and budgeting software; knowledge of AutoCAD, MS Project or cost management software is an advantage.
- Skills in data consolidation, analysis, report preparation, communication and coordination; work carefully, honestly, withstand pressure and maintain confidentiality of contracts and financial information.
- Priority given to candidates with construction valuation, bidding or related professional certificates.
