POSITION OBJECTIVE
Head of Human Resources Policy Development Department is responsible for designing, building, reviewing and improving the human resources policy system of the Company/Group, ensuring that human resources policies are aligned with business strategy, organizational model, corporate culture, legal regulations and market practices.
JOB DESCRIPTION
1. Building and managing human resources policy system
- Lead the development, review, update and improvement of the system of policies, regulations, rules and human resources procedures of the Company/Group.
- Ensure that human resources policies are designed consistently, clearly, easily applicable, and in compliance with labor law regulations, human resources strategy and the Company's management orientation.
- Build a policy lifecycle management mechanism: proposal, drafting, consultation, appraisal, approval, issuance, communication, implementation, evaluation and improvement.
- Periodically review the appropriateness, validity and effectiveness of current human resources policies.
2. Salary, bonus and total compensation policy
- Lead or coordinate the development of salary, bonus, allowance, benefits and total compensation policies for various personnel groups in the Company/Group.
- Design and manage salary framework, salary range, salary band, job grade, salary increase mechanism, salary adjustment, performance bonus, business bonus, project bonus, retention bonus and long-term compensation programs if any.
- Coordinate with C&B, Finance and related units to analyze salary fund, human resources budget, financial impact of each policy option.
- Conduct market surveys and benchmarking on salary, bonus, benefits and propose policy adjustments to ensure external competitiveness and internal fairness.
3. Performance evaluation, ranking and human resources development policy
- Build and improve the system of evaluating work performance, assessing competencies, behaviors, degree of goal achievement and contribution of personnel.
- Coordinate in building KPI/OKR/PMI mechanisms or performance evaluation models suitable for each functional group, level and position.
- Design personnel ranking policy, performance classification, salary increase consideration, bonus consideration, promotion, transfer, succession and career development.
- Ensure that evaluation policies are evidence-based, transparent, measurable and minimize subjective factors as much as possible.
4. Organizational policy, job titles, levels and career path
- Coordinate with departments/divisions to build a system of job titles, job descriptions, job family, job level, job grade and competency standards for each group of positions.
- Participate in building organizational design principles, personnel headcount, span of control, authority delegation, hierarchy and operating mechanisms between units.
- Design career path, advancement standards and human resources development mechanisms for each professional group.
- Ensure that the system of job titles, levels and human resources policies are closely linked to organizational strategy and operating model.
5. Labor relations, discipline and human resources compliance policy
- Lead the development or coordinate the improvement of work rules, collective labor agreements, discipline regulations, violation handling procedures, complaint/denunciation procedures, confidentiality regulations and labor relations policies.
- Ensure that human resources policies comply with labor law regulations, social insurance, personal income tax, personal data protection and related regulations.
- Coordinate with Legal, Compliance, Internal Control and related units in complex human resources matters, labor disputes, discipline handling or termination of labor relations.
- Advise the leadership and units on the application of human resources policies in specific situations.
6. Policy communication, implementation and consultation
- Develop a human resources policy communication plan so that managers and employees understand and apply policies correctly.
- Organize guidance, training, policy clarification for HRBP, C&B, managers at all levels and employees.
- Serve as the focal point for human resources policy consultation for units, ensuring consistent, fair and practical policy application.
- Collect feedback from units, analyze obstacles in policy implementation and propose adjustments.
7. Data management and human resources policy analysis
- Build a data system, reports and dashboard to support human resources policy analysis.
- Monitor indicators related to policy effectiveness such as salary fund, turnover rate, human resources costs, salary increase rate, bonus distribution, salary competitiveness level, retention rate of key personnel, policy satisfaction level.
- Analyze human resources data trends to propose new policies or adjust current policies.
- Apply technology, automation and AI in research, development, communication and management of human resources policies when appropriate.
8. Team management and inter-departmental coordination
- Manage, assign, train and develop the human resources team of the department.
- Build work standards, work plans and KPI for the department.
- Coordinate closely with HRBP, C&B, Recruitment, Training, Legal, Finance, Internal Control and business units to ensure human resources policies are feasible and effective.
- Participate in organizational transformation projects, restructuring, mergers, changes in management model or strategic human resources programs.
CANDIDATE REQUIREMENTS
1. Education/Certificates
- Bachelor's degree or higher, majoring in Human Resources Management, Economics, Finance or related fields.
- Professional certificates in Total Reward, C&B (Compensation & Benefits) or related fields are an advantage.
- Able to use English in work.
2. Work experience
- Minimum 5 years of experience in Total Reward, C&B or human resources policy development.
- Priority given to candidates with experience working in large groups or multi-industry environments, human resources consulting units.
3. Professional knowledge/competencies/skills
- Good data analysis skills and strategic thinking.
- Deep understanding of salary, bonus, benefits systems and Total Reward trends in the market.
- Good communication and presentation skills to work with stakeholders.
- Proficient in data analysis tools such as Excel, Power BI, or human resources management software.
