Note: The Center for Data Technology and Science is simultaneously recruiting 04 positions for Department Leaders under the Center. Candidates must submit an application for ONLY 01 position. Candidates who violate this regulation will have their application results cancelled.
I. Job Description:
Advise and support the Department Head in identifying, building, managing and developing the data platform to meet data exploitation objectives, while ensuring the performance and capacity of the data platform
1. Support the Department Head in general leadership work:
a) Build, organize and supervise the implementation of plans and work programs in the assigned activity/work areas.
b) Manage, assign and evaluate the work effectiveness of staff within the scope of responsibility.
2. Direct, organize and supervise the implementation of tasks assigned by the Department Head:
a) Research, propose and support the Department Head in building architecture design diagrams for the data platform:
- Supervise the identification of continuous technical development capacity of the Data Block based on agreed data principles.
- Build architecture design diagrams ensuring alignment with the bank's business objectives in each period.
- Transition to architecture with a single source of supply to transfer data from operational systems to current and future analytical environments.
- Manage data consistency across analytical platforms.
b) Organize the implementation of building and maintaining the data platform:
- Establish and maintain data capacity from the data analysis and research phase to data usage; build and maintain infrastructure to transform data from operational systems to analytical environments.
- Organize the expansion of capacity in the corresponding analytical environment to ensure effective deployment for business units based on business requirements.
- Manage the operation of the Data Factory platform to ensure data lineage and metadata are clearly and specifically documented.
- Research and develop techniques to ensure the platform is continuously modernized, meeting business unit requirements and expectations.
- Organize the implementation of cost management mechanisms for components under the data platform managed by the Center and Data Block.
- Coordinate with relevant units directly under the IT & Digital Transformation Block to design the Data Factory operational platform to ensure data security and protection in the design phase.
- Coordinate with Departments/units directly under the Data Block to build and maintain the data technology platform to meet identified business requirements according to data usage needs (use case), while improving the reusability of the Data Factory operational platform.
- Organize research, evaluation, value determination and propose the application of new technologies and working methods such as: data mesh/fabric, sandbox framework operations allowing experience with new working methods.
3. Direct, organize and supervise the implementation of tasks assigned by the Department Head:
c) Coordinate with the Data Governance Department (Center for Data Management and Application) in implementing standards and policies on the data platform:
- Define standards for the use of the Data Factory operational platform and implement monitoring processes to ensure compliance, including sanctions for non-compliance.
- Coordinate with the Data Governance Department to build mechanisms for effective management and compliance with standards to ensure compliance with quality data usage.
- Build mechanisms to track effectiveness to capture the level of compliance with approved standards.
d) Organize the implementation of tools for the data platform:
- Identify standard tools for the platform and conduct approval procedures to ensure tools are ready for deployment.
- Conduct training to ensure stakeholders can use necessary data tools.
- Maintain the integrity of tools and techniques used.
e) Manage the deployment of new data into the data platform:
- Coordinate with the Data Analysis and Data Products Department (Center for Data Management and Application) to understand new requirements and change requests, and build effective deployment plans.
- Monitor the effectiveness of the deployment process for different types of data requests to understand completion speed, work quality and ability to meet requirements.
- Identify improvement plans to shorten deployment time, increase work quality and align with business requirements.
4. Participate in training and professional development classes according to the department, Center and VCB plans.
5. Perform other tasks assigned by the Block Management Board, Center Management Board, and Department Head.
II. Recruitment Standards
1. Qualifications:
- Professional qualifications: Bachelor's degree or higher in data science, computer science, computer engineering, mathematics, mathematical economics, mathematical informatics, applied mathematics or related fields.
- Foreign language proficiency: English at B1 level (Common European Framework of Reference) or equivalent and above, good English usage, communication and reading comprehension related to assigned work.
2. Experience:
- Minimum 05 years of experience in data management, data science, data analysis or related fields.
- Experience working with cloud services and data engineering tools.
- Minimum 02 years of experience in a management role.
3. Knowledge:
- Understanding of organizational structure, operational processes, products and business activities of financial organizations and banks.
- Understanding of information systems and databases of banking operations.
- Deep and broad knowledge foundation in probability statistics, data science and machine learning.
4. Priority criteria:
- Master's degree or higher in data science, computer science, computer engineering, mathematics, mathematical economics, mathematical informatics, applied mathematics or related fields.
- National or international awards in Mathematics, Informatics, etc.
- Management experience in data management, data science, data analysis in reputable technology, finance and banking organizations in Vietnam or abroad.
