Note: The Center for Data Technology and Science is simultaneously recruiting 04 Department Leadership positions under the Center. Candidates must submit an application for ONLY 01 position. Candidates who violate this regulation will have their application results cancelled.
I. Job Description:
Advise and assist the Center's Board of Directors in identifying, building, managing and developing the data platform to meet data exploitation objectives; while ensuring performance, safety and responsiveness capacity of the data platform.
1. Direct overall activities of the Data Engineering Department: develop plans, organize implementation, monitor results; manage, assign and evaluate work efficiency of department staff.
2. Direct the design and architecture of the data platform: identify technical capabilities to be developed, build architecture aligned with business objectives, ensure data flow from operational systems to analytical environment.
3. Direct the construction, maintenance and modernization of the data platform: manage data lineage, metadata, data infrastructure, expand analytical capabilities and ensure platform reusability.
4. Coordinate with the IT & Digital Transformation Block and relevant units to design the operational platform of the Data Factory ensuring safety, security and compliance.
5. Organize research, evaluation and propose application of new technologies and operational models such as data mesh/data fabric, sandbox, shared data platform and data engineering technical standards.
6. Direct the provision of data engineering services to business departments, ensure data is processed, integrated, exploited stably and in accordance with data usage requirements.
7. Train and develop successor teams; participate in training programs, committees/groups/councils and perform other assigned tasks.
II. Recruitment Standards
1. Qualifications:
- Professional qualifications: Bachelor's degree or higher in data science, computer science, computer engineering, mathematics, mathematics and informatics, applied mathematics, IT or related fields.
- Foreign language proficiency: English minimum B1 or equivalent, good use of English in professional work.
2. Experience:
- Minimum 07 years in IT, data, data engineering, data platform or related fields; including experience managing technical teams/groups.
- Minimum 02 years of experience in a management role. Knowledge: Understand information systems, databases, data architecture, data platform, data integration, metadata management, data lineage, data security and large-scale data system operations.
3. Priority criteria:
- Master's degree or higher in data, IT, mathematics/informatics or related fields.
- Experience building/operating data platform, data lake/lakehouse, data warehouse, streaming/ETL/ELT, cloud/on-premise data platform at financial organizations, banks or large-scale organizations.
- Certifications/expertise in data architecture, cloud data platform, data engineering, data governance or data security.
4. Requirements for skills and personal qualities:
- Management and leadership; planning and organizing work; communication, negotiation and public speaking.
- Strategic thinking, systems thinking; analysis, synthesis and decision-making.
- Application of IT tools, solutions and modern data technologies.
- Careful, dedicated, proactive, creative, flexible and able to handle high work pressure.
5. Age:
- Candidates recruited from outside the VCB system must be of sufficient age to work for a minimum of 05 years (60 months) until reaching retirement age according to regulations.
