I. PRIMARY OBJECTIVE: Participate in leading and controlling matters related to General Contractor management & Public-Private Partnership (PPP) projects, including: - Develop, appraise and control Total Investment – Budget – Contract value; - Monitor, evaluate cost-effectiveness of investment, financial plans and legal risks in PPP projects and Group projects in which the Group participates as General Contractor/Construction Contractor; - Ensure project implementation complies with legal regulations, PPP contracts and the Group's investment efficiency objectives.
II. MAIN DUTIES & RESPONSIBILITIES:
1. General Contractor management & investment cost control: - Participate in developing, reviewing and appraising Total Investment, Construction Budget for Group projects in which the Group participates as General Contractor or Construction Contractor; - Control the alignment between Total Investment – Budget – General Contractor/Sub-contractor Contract value, timely alert cost overrun risks; - Coordinate with Project Management Boards/Design Boards, Design, Cost Management in reviewing quantities, unit prices, norms and technical solutions to optimize investment efficiency.
2. Cost management & Budget for PPP projects: - Participate in developing, appraising and evaluating Total Investment, Budget in PPP projects, ensuring alignment with Financial Plan and PPP Contract; - Analyze the impact of design adjustments, quantities, unit prices on financial efficiency, payback period and contract obligations; - Coordinate with Legal Board, Finance Board in reviewing cost clauses, risk-sharing mechanisms and price adjustments in PPP contracts.
3. General Contractor contract monitoring & settlement: - Monitor, control General Contractor, Sub-contractor contract value during project implementation, ensure compliance with approved Total Investment; - Participate in reviewing payment documents, contract settlement and project settlement, especially for projects with state capital elements; - Participate in working and explaining with relevant parties (State Agencies, Auditors, Banks/Credit Institutions…) when requested.
4. Risk management & system improvement: - Identify, analyze and propose solutions to prevent cost risks, legal risks in PPP projects and General Contractor projects; - Participate in developing and improving processes, guidelines, templates related to cost management, General Contractor and PPP in the Group; - Perform other duties as assigned by Board/Department Leadership.
III. REQUIREMENTS:
- Bachelor's degree or higher in Construction, Construction Economics, Project Management; - Understand legal regulations on Construction, Bidding, Investment, PPP; - Knowledge of Total Investment, Budget, Contract Management, Project Financial Plans; - Minimum 05 years of experience in Cost Management/Settlement/Construction Project field; - Minimum 02 years in Principal Specialist position or equivalent; - Priority given to candidates who have participated in PPP, BOT, BT projects or projects with state capital elements. - Proficient in reading drawings, budgets and software: CAD, G8, Acitt…; - Construction Valuation, Bidding, Project Management certificates are advantageous; - Analytical, synthesis skills, ability to work with multiple stakeholders; - High sense of responsibility, proactivity, honesty, logical thinking, systematic approach; able to withstand work pressure. Capable of working independently and collaborating effectively with teams.
