I. POSITION OBJECTIVE
Responsible for dedicated, independent establishment, operation and comprehensive supervision of anti-money laundering, counter-terrorism financing and counter-proliferation financing of weapons of mass destruction (AML-CFT) activities of the Company in accordance with the Law on Anti-Money Laundering and regulations of the State Bank; serve as the focal point responsible for reporting suspicious transactions (STR) to the State Bank.
II. MAIN RESPONSIBILITIES
1. AML Governance – AML Policy Management
- Develop, submit for approval and periodically review and update the system of policies and internal regulations on anti-money laundering, counter-terrorism financing and counter-proliferation financing of weapons of mass destruction (AML-CFT), ensuring compliance with legal regulations and State Bank guidance.
- Develop strategy, direction and annual money laundering/terrorism financing risk management plans for the Company.
- Monitor, assess compliance level and propose solutions to improve AML-CFT governance framework in line with operational practice.
2. AML Risk Register – Money Laundering Risk Portfolio Management
- Establish and maintain the Company's AML Risk Register by product group, customer and distribution channel.
- Periodically identify, assess and update significant money laundering/terrorism financing risks at Company level.
- Coordinate with relevant units in identifying control measures and risk mitigation.
3. Risk Rating – Risk Rating
- Develop, implement and periodically review the methodology for assessing and classifying customer and transaction risk levels using a Risk-Based Approach.
- Assess the appropriateness and effectiveness of the risk rating model and propose adjustments based on operational practice, risk data and regulatory requirements.
- Coordinate with relevant units to improve data quality and risk classification criteria.
4. Screening – Customer and Transaction Screening
- Manage and supervise customer and transaction screening activities against sanctions lists, blacklists, PEP and warning lists as prescribed.
- Monitor, analyze and process alerts generated from the screening system, ensuring compliance with procedures and deadlines.
- Propose adjustments to screening criteria and rules to improve control effectiveness.
5. EDD – Enhanced Customer Due Diligence
- Implement and/or review Enhanced Due Diligence (EDD) measures for customers and transactions with high risk levels.
- Assess files, information and related risk factors before establishing or maintaining relationships with high-risk customer groups.
- Propose/approve within authority the establishment, maintenance or application of enhanced control measures for high-risk customers.
6. STR Management – Suspicious Transaction Report Management
- Receive, review and analyze transactions and suspicious indicators detected from the system or reported by business units.
- Assess and decide on filing Suspicious Transaction Reports (STR) to the State Bank in accordance with regulations, procedures and deadlines.
- Manage, archive files and ensure completeness and accuracy of STR files as prescribed.
7. AML Reporting – AML Reporting
- Prepare, review and submit for approval periodic/ad-hoc AML reports to the State Bank and competent authorities.
- Consolidate, analyze and report to the Board of Directors, Audit Committee, General Director on AML implementation status, significant risks and matters requiring attention.
- Monitor implementation of requirements and recommendations from competent authorities related to AML activities.
8. AML System Governance – AML System Management
- Manage and assess the effectiveness of technology systems serving AML activities, including screening systems and transaction monitoring systems.
- Coordinate with IT Department/Center and relevant units in operating, upgrading, optimizing systems and adjusting alert rules.
- Assess alert quality, false positive rate and control effectiveness to propose system improvements.
- Organize training, communication and dissemination of AML regulations, raising awareness and capacity for AML implementation across the Company.
III. JOB REQUIREMENTS
1. Qualifications and Experience
- Bachelor's degree or higher in Law.
- Minimum 02 years of direct experience in anti-money laundering at credit institutions/financial organizations.
2. Knowledge and Skills
- Deep understanding of the Law on Anti-Money Laundering and implementation guidance documents.
- Skills in transaction analysis, identification of suspicious indicators; skills in operating and exploiting screening/transaction monitoring systems.
- Report writing skills, working with state management agencies.
- Ability to handle high pressure, information confidentiality.
3. Professional Certifications (preferred)
- AML training certificate (if any) is preferred.
