Job description
- Develop and submit for approval the contractor selection regulations of the PPP project enterprise.
- Divide work packages; develop contractor selection plans, implementation schedules and determine work package prices.
- Draft and issue bidding documents/request for quotation documents; clarify documents, organize bid submission and bid opening in accordance with regulations.
- Prepare, review and complete bid documents/quotation documents.
- Evaluate bid documents/quotation documents according to approved criteria; coordinate contract negotiations, approve and announce contractor selection results.
- Prepare evaluation reports and complete documents for submission to competent state authorities.
- Monitor and manage contracts, contractors, and resolve issues arising during project implementation.
- Archive and complete documents for final settlement and state audit purposes.
Requirements
- Bachelor's degree or higher in Construction Economics, Construction, Mechanical Engineering, Law, Bidding or related fields.
- Minimum 05 years of experience in bidding work at Project Owner/General Contractor, with priority given to candidates who have implemented work packages in BT/PPP projects.
- Understand regulations on PPP investment, bidding and legal regulations related to BT projects and state budget capital.
- Have experience in developing regulations, preparing contractor selection plans, dividing work packages and determining work package prices.
