I. Job Description:
1. Support the Department Head in managing and operating the Department's activities
+ Advise and support the Department Head in developing work plans, organizing implementation and monitoring the execution of the unit's tasks.
+ Manage, assign, coordinate and supervise the execution of tasks by the team under responsibility; be responsible for progress, quality and work efficiency.
+ Monitor and evaluate task execution results; propose solutions to improve productivity, quality and operational efficiency of the unit.
+ Participate in building processes, management mechanisms and development orientation of the unit.
2. Manage and direct the organization and implementation of specialized tasks on data integration and data platforms
+ Organize, direct and supervise the construction, development, operation of data integration platforms, data platforms, data warehouses and data applications within the scope of management.
+ Guide architecture, technical standards, deployment models and technology solutions to ensure system consistency, scalability, performance and security.
+ Direct the construction and management of data models serving application systems, management reporting and data exploitation.
+ Direct monitoring, incident handling, error correction and ensure system availability; control operational risks, information security and compliance with VCB regulations.
+ Chair or participate in managing, coordinating the implementation of the Bank's key programs and projects related to data, data integration, data platforms and digital transformation.
+ Participate in evaluating, appraising and proposing technology solutions and data solutions for implementing key projects.
+ Direct research, evaluate the applicability of new technologies, AI and data development trends on the market to propose appropriate applications at VCB.
3. Coordinate and cooperate between departments
+ Serve as the Department's focal point for working with business units, IT Block, partners, suppliers and related parties in the process of implementing solutions, projects and assigned tasks.
+ Chair coordination of resources, handle inter-departmental issues; ensure implementation progress and cooperation effectiveness.
+ Participate in building and monitoring the implementation of service quality commitments, cooperation procedures and inter-departmental operating mechanisms.
+ Advise and propose solutions to improve cooperation effectiveness between the Data Block and units across the bank.
4. Develop specialized teams
+ Guide, train and develop specialized teams for staff in the Department to improve professional competence, work management skills and cooperation implementation capabilities.
+ Guide working methods, allocate resources and develop team capabilities to meet requirements for implementing tasks and key projects.
+ Participate in building human resource development plans and professional competency frameworks of the unit.
Recruitment Standards
1. Qualifications:
- Professional qualifications: Bachelor's degree or higher in Information Technology, Mathematics, Data Science or related specialties suitable for the position requirements. Priority given to candidates with knowledge and experience in data, data integration, data platforms or information technology.
- Training type: Full-time regular training program (excluding linked training, secondary diplomas, part-time or concurrent study; Master's degree is a priority criterion).
- Foreign language proficiency: English level B1 (or equivalent) or higher; able to communicate, understand professional documents and work with partners and suppliers when necessary.
2. Knowledge:
Candidates need to have knowledge and ability to participate in guiding and organizing implementation of activities related to data integration and data platforms in a banking environment, specifically:
- Understanding of enterprise data architecture, Data Warehouse, Data Lake, Lakehouse and modern data processing models.
- Knowledge of data integration platforms, application integration, APIs, batch and streaming data processing.
- Understanding of data platforms, cloud computing and common technologies in the data field.
- Understanding of data governance, data quality, data security and information security.
- Understanding of new technology trends, AI/Generative AI and applicability in management, operation and data system development activities.
- Understanding of development, deployment and operation processes of enterprise-scale IT systems.
3. Experience:
- Minimum 07 years of experience in data, information technology or related fields.
- Minimum 04 years of experience in management, coordinating specialized teams, or leading data projects, information technology or digital transformation.
- Experience in building, developing, operating or implementing data systems, data platforms, data integration systems or enterprise-scale technology solutions.
- Priority given to candidates with experience working in finance, banking or large-scale organizations.
