Job description
- Draft and issue internal regulations: Establish and submit to the General Director for approval the "Contractor selection regulations of the PPP project enterprise" to serve as the legal basis for application.
- Divide bidding packages: Divide the project into consulting, construction, inspection, insurance and other bidding packages.
- Develop contractor selection plan: Establish detailed schedule for each package in accordance with the overall PPP project schedule.
- Determine bidding package price: Collect quotations, prepare detailed estimates for each bidding package to serve as the basis for bid evaluation.
- Draft Request for Proposal (RFP) and Invitation for Bid (IFB): Set out criteria for legal capacity and conduct, financial capacity, technical capacity, and finance.
- Issue IFB, clarify documents (if any) when units have questions in the IFB, close bids and open bids.
- Evaluate Proposal Documents (HSĐX) and Bid Documents (HSDT) according to RFP and IFB criteria.
- Coordinate with the Procurement Department in contract negotiation, approval of results, notification of bid winners, and contract execution.
- Prepare evaluation reports and submit to competent state authorities.
- Monitor and manage contracts & contractor invoices until project completion.
- Archive documents for settlement, audit and accounting purposes of the State for PPP projects
Requirements
- Bachelor's degree or higher in construction, construction economics, roads and bridges, etc.
- Over 7 years of experience in equivalent positions
- Individual must have a bidding training certificate and minimum 03 years of work experience in legal, technical, or financial fields
- Quick-witted, able to withstand high work pressure
